Quarries and sandpits
ministerial authorizations.

Extraction, crushing, screening, material recovery. We prepare your ministerial authorization request and follow it through to the ministry's decision.

Overview

A complete, rigorous file, from site analysis to submission.

Operating a quarry or sandpit, along with the related crushing, screening and material recovery activities, is governed by specific environmental requirements: setback distances, noise, dust, water management, protection of wetlands and waterbodies, and site rehabilitation at the end of operations. Preparing a ministerial authorization request means gathering a large amount of technical information and demonstrating, piece by piece, that the project meets these requirements.

Our team supports you in preparing your requests, whether for a new operation, an expansion or an amendment to an existing authorization. You get a file structured to meet the ministry's expectations and a single contact who follows the request throughout its review.

What it includes

Complete handling of the request, from field validation to the ministry's forms.

  • Preliminary project analysis and determination of the applicable framework: ministerial authorization, amendment or compliance declaration
  • Review of site issues: zoning, distances from homes, waterways, wetlands and water intakes
  • Ecological characterization of the site when required: wetlands and waterbodies, species at risk
  • Technical description of the project: operating area, phases, volumes, crushing and screening equipment, storage areas
  • Preparation of activity forms and impact forms (noise, surface water and groundwater, air emissions, other environmental impacts)
  • Development of the site rehabilitation and restoration plan
  • Coordination of specialized studies and plans produced by partners (noise, air modelling, surveying, engineering)
  • Submission of the request and responses to the ministry's information requests

Our method

Analyze, document, submit, follow up: a methodically prepared request.

  1. Project and regulatory framework analysis

Meeting with the operator to define the nature of the planned activities (extraction, crushing, screening, storage, recovery of concrete, brick or asphalt), volumes and operating period. Determination of the type of request to submit and of the list of documents to gather.

  2. Site validation and data collection

Site visit, verification of distances and site issues, then characterization of natural environments when required. Collection of technical data from the operator and the professionals involved in the project: plans, equipment data sheets, property titles or leases, municipal compliance notices.

  3. Preparation and submission of the request

Drafting of the project description, preparation of the forms required by the ministry and development of the rehabilitation and restoration plan. Review of the file with the operator before submission, so that every commitment in the request matches the reality of their operations.

  4. Review follow-up and support

Follow-up with the ministry's analyst, preparation of responses to information requests and adjustments to the file when needed. On request, support for the operator in understanding the conditions of their authorization and in later changes to their activities.
