Specialist preparing a ministerial authorization application file
Expertise

Ministerial authorizations
and regulatory compliance.

Navigating regulations without getting lost. Turnkey support for your authorization requests and compliance declarations with MELCCFP, DFO, the CPTAQ, and other relevant authorities.

Overview

Knowing the rules and mastering them, so your project moves forward without a hitch.

Projects affecting natural environments (waterbodies, wetlands, riparian strips, floodplains) are subject to specific, constantly evolving regulations: the Environment Quality Act, the Act respecting the conservation and development of wildlife, the Fisheries Act, RAMHHS, REAFIE, RMUN, and more. A poorly presented application leads to delays, repeated information requests, and additional costs.

Our team masters the full range of authorization and compliance declaration processes, both provincial and federal. We prepare complete files, anticipate authorities' information requests, and support the developer through to the issuance of the authorization, certificate, or permit.

Preparing a complete ministerial authorization application file
Our method

One complete file, submitted only once: that's our standard.

  1. Initial listening and regulatory analysis

Understanding the project, the client's objectives, and the site context. Assessment of the applicable legal and regulatory framework (Environment Quality Act, RAMHHS, REAFIE, Act respecting threatened or vulnerable species, Act respecting the conservation of wildlife, Fisheries Act, municipal bylaws), identification of the relevant authorities (MELCCFP, DFO, MRNF, CPTAQ, RCM), and establishment of a coherent regulatory strategy.

  2. Characterization, evaluation of options, and technical data

Ecological characterization of the site in accordance with the requirements of section 46.0.3 of the Environment Quality Act and section 315 of REAFIE (wetlands and waterbodies, water supply areas, species at risk, ecological functions), evaluation of avoidance and minimization options, and preparation of technical data (GIS mapping, field surveys with base/rover GNSS systems, calculation of compensation areas).

  3. Pre-submission meeting and file preparation

Requesting a pre-submission meeting with authorities to validate the approach before filing, drafting forms, project descriptions, compensation plans, and mitigation measures. Double review by the technical team and Envirovia's president before any submission, to ensure the file is complete and consistent.

  4. Submission, follow-up, and support

Submission of the complete file through MELCCFP's online service or the relevant authorities, active follow-up on the processing of the application, responses to information requests from ministerial analysts, and support for the developer through to the issuance of the authorization or certificate.
